An international arbitration tribunal acting under the ICC Arbitration Rules has ruled in favour of Hess, dismissing ExxonMobil and CNOOC’s claim that their pre-emption rights under the Stabroek Block Joint Operating Agreement (JOA) were triggered by Chevron’s proposed acquisition of Hess.
