EU MERR Primer – Dates, definitions, obligations, and implications for the global oil and gas sector

Methane emissions regulation is transforming the global oil and gas sector. The EU’s Methane Emissions Reporting Regulation (MERR) framework sets new measurement, reporting, and verification (MRV) standards, making methane performance a condition for market access. Beginning in 2025, phased compliance obligations cover EU operators, equity partners, and importers, with data published on a public methane portal and enforced by Member States.
For producers and importers, MERR introduces compliance costs and reshapes contracts, trade flows, and investment. Public disclosure will heighten scrutiny from investors, lenders, and counterparties, while methane intensity caps from 2030 will extend EU influence across global supply chains. Early movers with credible emissions reductions and verified data could gain strategic advantages as methane management becomes central to the energy transition.
